Drafting BMPs: Format and Structure of a BMP

 

BMP Development Process

Below is the Council’s process for the development or revision of a bmp. These stages are identified in order to aid the Council and interested stakeholders during their planning and development efforts.  Stakeholders are encouraged to participate at any stage in the process.

Organization Stage

Status of BMP - Introductory Review and Evaluation

• If necessary, possibly host workgroup work sessions, meetings, or conference calls  to discuss priorities, issues, and delegated tasks
• Discuss a particular bmp revision/ addition or a small set of bmp revisions/additions
• Discuss  issues to consider in development of bmp
• Delegate assignments to write and develop preliminary content

Brainstorming Stage

Status of BMP - Development of Preliminary Draft

• If necessary, possibly host workgroup work sessions, meetings, or conference calls  to discuss content of Preliminary Draft
• Officially formulate and produce a Preliminary Draft of BMP

Status of BMP – Public Comment Period on Preliminary Draft

• Establish a Public Comment Period
• Post and Share Preliminary Draft with Stakeholders.
• If necessary, possibly host workgroup work sessions, meetings, or conference calls  to collect comments and feedback on Preliminary Draft

Refinement Stage

Status of BMP - Development of Secondary Draft

• Incorporate comments and feedback received.
• Delegate assignments to revise and edit draft
• Officially formulate and produce a Secondary Draft of BMP

Status of BMP – Public Comment Period on Secondary Draft

• Establish a Public Comment Period
• Post and Share Secondary Draft with Stakeholders
• If necessary, possibly host workgroup work sessions, meetings, or conference calls  to collect comments and feedback on Preliminary Draft

Formalization Stage

Status of BMP - Development of Final BMP

• Incorporate comments and feedback received.
• Delegate assignments to revise and edit draft
• Officially formulate and produce a Final BMP

Status of BMP – Submission to TCEQ & TWDB

• WCAC votes and approves bmp submission to the TCEQ and TWDB
• Present Final BMP to Agencies.

Status of BMP – BMP Adoption

• BMP has been adopted by both agencies and will be added to the BMP Guide
